Say ron paul became president, and he elected rand as vice-president.. is that nepotism?

im just using ron paul as an example.... but say anyone becomes president.... and elects his son, brother, sister, father, mother or whatever as vice president... is that considered "nepotism"... what if there actully qualified for that posistion... what do you think
