Ingrown hairs after epilating?

I recently started epilating and I noticed I get these kind of ingrown hairs but at the same time they are not ingrown hairs i think. I did some research on ingrown hairs and almost all of the info i found stated that ingrown hairs are painful and cause pimples to the affected area and all that. I do not have all that but my hair seems to get stuck under my skin under a thin layer and i end up pulling them out with a tweezer. The ingrown hair itself is not painful at all but it is noticeable and its embarassing! My legs also feel prickly in some areas, mostly on the lower leg like on the shins and calfs. How can I get these hairs to stop gettin stuck under the skin and make it look more clean on my legs? Thanks everyone!
